Under Title II of the Cranston-Gonzales National Affordable Housing Act of 1990, local governments were allowed to form consortiums for the purpose of receiving and administering HOME (Home Investment Partnership Program)
The WASHOE COUNTY HOME CONSORTIUM (WCHC) is comprised of the City of Reno, the City of Sparks, and Washoe County. Formed through an intergovernmental agreement, the WCHC makes available loans from various funding sources for pre-development, development, construction, acquisition, preservation and substantial rehabiliation of affordable, permanent or transitional, housing units. Its primary goal is to assist lower income families and individuals, including homeless and special needs groups, to obtain affordable housing. The Consortium also allocates funds to housing assistance programs, including down payment assistance to first time homebuyers, monthly rental assistance, rental and utility deposit assistance, and homeowner rehabilitation assistance. Individuals must meet program eligibility requirements.
Washoe County HOME Consortium Directors: The WCHC Directors are, by agreement, the city managers of Reno and Sparks, and the manager of Washoe County.
Washoe County HOME Consortium Intergovernmental Agreement: The WCHC agreement is in full force and effect until September 30, 2011. A new agreement will become effective October 1, 2011. The new agreement is basically the same except that it allows for automatic renewal of the agreement every three years.
WCHC Technical Review Committee (TRC): The WCHC agreement establishes a Technical Review Committee to review eligible projects for Affordable Housing Municipal Loan Program (AHMLP) funding recommendations from available funds. The committee is comprised of no less than eight persons. One technically proficient (knowledgeable in housing issues) staff person and non-staff person are appointed by each jurisdiction. One technically proficient person is also appointed by the staff members of the TRC and one staff person is appointed by the Regional Planning Commission. By-Laws.
WCHC Standard Operating Procedures: The WCHC Directors set and amend policies and procedures. These standard operating procedures include, may be more stringent than, or are in addition to those rules and regulations setforth by federal and state requirements on WCHC projects and programs.
HOME rent and income limits. HUD annually publishes the fair market rents and calculations of rents affordable to families earning 65 percent and 50 percent of the median income so that program administrators can establish new HOME rents for their projects. These rents may increase or decrease based on changes in the area income levels or market conditions. HUD also publishes the income limits based on the area median income. For the WCHC area, the median income is $70,400. Incomes are used to determine eligibility for HOME rental units and programs. The WCHC HOME rents and income levels on this chart were effective as of 4/27/09.
